North America is so far behind in high speed rail. Part of the issue, at least in Canada, is the infrastructure is deprecated and needs massive upgrades. I don't remember the last time I saw a rail line being updated. Also, the terrain in Canada (and the US for that matter) introduces a lot of challenges. In Canada we have mountains in the Maritimes, then 2 flat-ish provinces, then the Canadian shield to get past the Great Lakes, then praries, then the Rocky Mountains in western Alberta and BC.
